Does anyone know what Negative Maelstrom does?

I know Wizards get Volcanic Pillar, and that it’s an instant cast bolt that hits like a truck (saw a vid on YouTube about it, Here comes the boom, I believe it was called)

I’m curious about Eldritches now.

It’s a gtaoe dot, aka a storm or cloud. You put it down and people standing in the radius will take damage.
